Heres how i leveled Fishing, Note im only currently 53.
Note~ i changed this to a Blog as it will list many less than ideal fishing areas.
0-11 Moat carp(11) ~Windurst woods near fountain. ~West ronfaru Knightwell. Bait = insect paste. Rod = any, but when you can save for a halycon. Halycon = best all around rod for anything besides Large fish.
0-7 (optional) Crayfish(7) ~Bastok Mines. Rod = Any for small fish. Bait = little worms (bought off boytz knicknacks shop)
11-17 Yellow Globes(17) / Cone calamari(41) ~Qufim Island Cliffs near tower. Rod = Halycon, Bait = Sibaki rig. *Note be level 35? + to avoid aggro from Undead at night.
11-17 (Optional- Needs Testing) Yellow Globe(17) / Coral Butterfly(41) Halycon / Worm Lure in Norg
17-23 Fat Greedy(23) / Quus(19) / ?? Selbina Docks, Halycon, Bait = Lug Worms. Note- Fat greedys seemed to give me good skill ups. Drop them after you catch them ie Catch and Release.
19 to 27 Tricolored Carp(27) / Dark Bass(33) @Jugner forest. Rod = Halycon, bait = Insect paste. You will Also catch moat carp about 1/3 of the time here. Recommended.
19 to 27 Nebimonites(27) / ??? @Selbina<->Mhaura ferry. Rod = Halycon / Shrimp Lure. I personally dident like the wait time at docks, but this route is a little profitable.
27 to 33 Dark Bass(33) / Black Eel(??) @bastok Markets resivour. Rod = Halycon, Bait = Worm Lure. NPC both fish. Made 2 skill levels here using the same Worm lure. Highly Recommended as most of your casts can skill you up.
27 to 35 @South Gustaberg. Halycon / Sinking Minnow.
Following is a test of 100 Casts -
(43) Zafmlug bass ~ caught 16
(46) Gold Lobster ~ caught 16
Easiest catch (35) Ogre Eel ~ caught 18
Tough catch (86) Bastore bream ~ caught 5 (lost at least
~ Note this test of about 55 fish got me 1.0 fishing skill ~
2 line breaks on items (my mistake)
1 line break on a bream
A few cobalt jelly fish also caught , most were cancelled.
Note at one point i got .4 skill ups on 14 fish.
35 to 41?? (Optional- See below) Coral Butterfly(41)
Halycon/WormLure in Kazham pier. This turned out to be slow but i conducted a test of 100 Casts. Time was Waning Gibbous 79%
You Dident catch anything.... 28 times so 28 %
Item / Kelp / Cobalt Jellyfish... 46 times 46 %
Coral Butterfly... 26 times 26 %
Also i had two .2 skill ups over 26 fish. Not bad but consider only 1 in 4 casts were skill up catches
Total test time was probably 90-120 Min)
Also Note i cancelled any easy catches as they were items or jellyfish. One can tell they have a Coral Butterfly on the line within a few seconds.
35 to 41 (Test) Cone Calamari(41) Bluetail(55) @ Sauromugue Champaign using Halycon/ Minnow.
Test of 100 casts gave decent skill ups over say 90 minutes. Skill level of 38 gave me very few if any impossible to catch fish. Had 1 break on an item. Items are rare and easy to differentiate.

Cone Calamari... 24 Caught 24%
Bluetail...tough catch! 16 Caught 16%
Monster.. (usually cancelled unless bored) 19%
Item (careful may break line).. 4 times 4%
Total skill ups on 40 fish was .4 during this test ( .2 .1 .1 )
Conducted on 5% new moon to 10% waxing with skill 37+3.
38 to 53 (Test) Shall Shell(53) @ Buburimu Penninsula using Halycon/ Rogue Rig.
Test of 100 Casts on a 93 to 95% Full Moon. Note i tried this area at 35+3 and had 1 bite in 20 casts. At 38 and full moon the bite rate was very good(skill ups too).
Shall Shell 42 Caught! So 42%
Item (canceled)... 32 Times 32%
You Dident catch anything... 15 Times 15%
Monster... 8 Times 8%
Yellow Globe 2 Caught 2%
Bluetail... 1 Caught 1%
.6 Skill ups on 100 casts (.2 .2 .1 .1). I will do another test and see how much less the bite rate is on non Full moon time.
53 to 63 Trumpet Shell (optional)
